In Facebook you need to ‘Report image’ as a Copyright violation and fill out the DMCA form.
Every step you took was not the correct method to get it done.
My company registers all images with the US Copyright office after a photo shoot and should an infringer not remove a photo they stole,it goes to a collection agency who will then turn it over to legal for a copyright infringement suit.
It’s theft, plain and simple. But when it’s used as a profile photo,it’s also fraud and deception and we did file a police report on one person who kept putting the image back.

    Good info!
